I'm guessing your employer may be struggling a little to make ends meet, especially as they are probably having to pay someone else as well to cover your job.
Maybe when you went off on mat. leave they were doing well and thought they could afford to pay you for a full year, but if they have had a poor autumn/winter or suddenly have to find money for property repairs or something they may need to cut costs.

I understand your disappointment, I know it seems unfair - it certainly looks like poor management planning - but you may have to accept it in order to have a job to go back to.

Unless in the written part of the contract it doesn't state discretionary then it seems they've decided not to continue paying full maternity pay.

Even if it isn't written in you do need to consider the situation, as someone put it maybe putting undue strain on the business.
