But the answer is simple. It seems to be the civil service that is blocking you taking it by saying you can't take leave at certain times. If the manager is so supportive, then they need to get that changed! It's a few days at most, not a month.0

Would it be possible for you to ask to have your ‘accrual start date’ change?
It seems you have the one date in the year that causes issues as it being even the second week in October would be more manageable?
The worst that could happen would be they say no.
