seeing as this has descended into a 1 on 1 chat it would help everyone else to know who knows what

we "know" Lincroft is retired VOA,
is Tom99 ex (current?) VOA staff, an IT contractor, or merely someone else, if so what?

Following the cancelled revaluation the government agreed to keep up the AVM modelling because it has other uses, for example plotting the value of all properties beneath a new flight path.

This is now worrying me as I do not remember there being a Group Calibrator in my office. I was basically in charge of CT bandings in the office but don't remember any discussions about the AVM being ready and people getting excited that we could do the reval as soon as was needed.
If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales

I would not worry to much about it, it was 13 year ago and the revaluation was cancelled.

However if you want to know a bit more about what was involved in the AVM project, which started in 2002, check out the presentation on Automated Valuation Modelling by Tim Eden who was Deputy Director of Council Tax at the time.

Google “tim eden automated valuation modelling” to find it

He goes into quite a lot of detail but just an extract for those are not that interested:

“Over 120 Surveyors trained in AVM techniques
Market analysis nationwide, including mapping localities across the whole country
Proven IT platform for mass appraisal at national level”
