mortgage based on valuation

I have just agreed to purchase a 2 bed flat for £116k. The current market value is closer to £135k.
Im looking for a mortgage that will be based on market value, no exit fees and be self cert. any ideas?

Rare to find a mainstream that would do that on purchase- although maybe possible if manage to mortgage on lower pp figure , then remtg on higher. Although self cert ( and usage) might also be issues ??
I have heard of some bridging firms allowing this - albeit not cheap initially !
