I want to return some stuff bought from ebay but I don't have printer. Is there a service that I can pop to the post office, have it printed and stack on my parcel? Can they scan the barcode and print it out?

You write the address on the parcel
You go to the post office,
They weigh it and print the label and stick on the parcel
You pay them

Printing usually 10p a page at the local library?
Some Hermes Parcelshops can generate a printed label for you.
Or ask the seller to post you a printed label.A kind word lasts a minute, a skelped erse is sair for a day.0 -

OP, download Open Office if you don't have Microsoft Word.
Then open Paypal and copy-paste the address onto a word document and enlarge to your desired size. You should be able to get a few addresses on the same page to save space if you need to.
Then print either on your printer (get one in the sales, save on the 10p fee) or just go to the Library. If you want to print onto a sticky page so you can create your own labels, Staples and Amazon sell things like this, otherwise tape it down with brown sticky parcel tape.

No they can’t.
Email the seller and say you don’t have a printer, ask them if they will refund the postage when you have sent it.

Just write on the address, take it to the post office and pay the postage yourself; it won't break the bank!0
