Lost rail card, before I've even used it?

Bit angry, I know it's Christmas but my disabled traincard has been lost in the post. Bin told it may get lost again even through I paid £20 for it, I could be charged again. They say once it's posted it's nothing to do with them but Royal mail.
Surly this is wrong, so what can I do?

Whilst it's unfortunate that it got lost in the post, they do say that they'll issue a free replacement:

The seller is responsible until it is delivered to the buyer.
If the seller's agent, Royal Mail, loses the thing, the seller is still responsible.
Section 29 of The Consumer Right Act 2015 applies:29 Passing of risk
(1) A sales contract is to be treated as including the following provisions as terms.
(2) The goods remain at the trader's risk until they come into the physical possession of—
(a) the consumer, or
(b) a person identified by the consumer to take possession of the goods.0 -
Some rail ticket companies tell you that tickets sent by post are sent at your own risk. I've never had any go missing but I'm sure you could do a charge back on your payment card if you don't receive what you've paid for.0
