£11k debt Lowell Finance

This is on behalf of someone else, so only have a limited amount of information but...friend is returning from living abroad for a few years and wants to move back to the UK permanently. We've said he can stay with us for a while whilst he gets himself established here. To get the ball rolling, he's registered on the electoral roll, at the local GP surgery, etc. but this has given this address to Lowell who have now written to him here about a previous £11k credit card debt which hasn't been paid. They've sent a statement saying he paid £3 since January '15 and turns out this was an agreed token payment at the time.

Given that token payments have been made within the last 6 years, I don't think he's any option but to agree a repayment plan with them - unless anyone has any better ideas? He's not actually going to be moving back to the UK until mid 2018. No interest has been added to the debt so I guess that means a repayment plan for token payments was put in place. Would it be reasonable / possible to contact them and ask that we restart the token payments? Is there any point doing that? He's currently earning very little aboard and will be unemployed when he arrives here, although he will (hopefully) get a job soon when he's here.

PS - I know everyone will jump on the fact that he's in debt and living at our house; I'm not worried about that, I really would appreciate advice on how best he can tackle the debt.
Debt 1/1/17 - Credit Cards £17,280.23; overdrafts £3,777.24
Debt 5/1/18 - Credit Cards £3,188; overdrafts £0

    When your friend comes into the county, he can deal with Lowell at that time, until then, you will be bombarded with letters for him from now on unfortunately.

    First thing to do when a debt collector writes to you asking for money is to get them to prove liability, you do this by sending what we call the provit letter, available from the stickies on this forum.

    Little else you can do until they come to the UK.

    Look at the options when he arrives. Token offers are a waste of time. A Debt Relief Order may be a better option.
