Ddebt collection agency accepted money they shouldn't have

Hi
I had approx 3 to 4 grand in debt and decided to take action after coming into some money. Ii offered full and final payments to all my creditors which most agreed too.
Oone of the debts was £320 owed to Vanquis for a credit card. The debit was being collect by a company called DLC. I phone them up on the 30th September to offer £160 as full and final payment to be paid at the end of October. They accepted this and sent me details of how pay online via mydlc.co.uk.
well anyway I stuck to my part of the deal and made the payment as agreed. I was happy as this left me with only one debt of £367 to pay.
However on the 4th of december I got a letter from another debt collection agency called lowell saying I still owed Vanquis the full amount. I contact them and asked what was going on. It turns out that a day or two after I made the full and final agreement with DLC Vanquis had recalled the debt.
DLC should have closed the account and they should not have accepted my payment. When Ii contacted DLC they still had my payment sitting with them for over a month and hadn't sent it to Vanquis. I advised Lowell about what had happen and sent the proof of my payment to DLC. They said that DLCc should pass the payment on to Vanquis then on to them, however 10 days later this has not happen.
I was wondering can I make a complaint to anyone about DLC and how they took money they were not owed. I am looking for compensation ofr them time and effort Ii have put in try to resolve this. I always thought taking money your were not owed was theft or fraud at least.

Complain to the company you paid, in writing, follow there complaints procedure.
