When to make contact?

I was offered a job a few years ago, which I turned down. The company in question asked me to keep in touch. I have thought about this a lot since and occasionally receive an email from the in house recruitment consultant (last one was about three months ago).

I did three tests before I was offered the job. They were critical about one of the tests (they still offered me the job) so I have redone it (it was a degree level mathematical test). I have worked on this area over the last three months and I would like to submit this test again. It is one of those tests that you do at home and it takes as long as it takes.

I have not made contact for about three months. If the same opportunity presented itself in the new year, then I think I would accept this time as my circumstances outside of work are now different. I have a few options:

1) Make contact now i.e. before Xmas.
2) Make contact after the new year i.e. in January
3) Make contact when a suitable vacancy arises

I am wandering, which option is best. I read in the newspaper that general applications usually peak in the new year due to new year resolutions. I also read that they tend to fall due to the "hangover of Xmas/New Year". Is there an optimal time or am I overthinking this? Also should I resubmit the test even though they have not requested it?

    if they have in house recruitment contact that has been in touch a few times just a brief note thanking them for keeping you in mind and you will be available from if something similar suitable becomes available.

    have in mind they will probably query why no before and yes now.
