Sew a belly dancer outfit!

Hi folks
Have an 11yo daughter who has decided she wants to be a belly dancer on Halloween so she has decorated a little black top with sequins etc and now needs me to sew the bottom half!!!!
Only problem is the sewing machine is on the blink and my normal standard of sewing stops at putting on a button. We have bought a large rectangle of some very shiny thin gold lame material which looks like it will fray if I so much as btreathe on it and I am now really wishing we had gone with a witch hat from asda.I really just do not know where to start - thought I would be able to find some hints on the internet but have not come up with much at all.
Any suggestions would be gratefully received
