Foreign rental income on property

Hi,

i'll try make this a simple as possible.
mr x has dual citizenship in both UK and Italy.
mr x has UK residency with permanent job.
mr x buys property in Italy to rent out.

does mr X need to claim tax in both countries on rental income?
if money is being sent to UK banks regarding rental income, does mr X need to declare anything in Italy?
does any rental income need to be even declared in Italy since they are not resident?
if mr x needs to declare rental income in Italy, how can they avoid getting taxed further from UK?
Mr X is aware of Dual taxation agreement but no entirely sure how it would apply in this situation.

any help is much appreciated.
