If an ebay item condition is descibed as 'manufacturer refurbushed' but it's not as it's actually been refurbished by a manufacturer licenced reseller an item not as described?

Irony?
But is there an actual issue with the item otherwise?0 -

Ebay definition:Manufacturer refurbished
An item that has been professionally restored to working order by a manufacturer-approved vendor. This means the product has been inspected, cleaned and repaired to meet manufacturer specifications and is in excellent condition. This item may or may not be in its original packaging. See the seller’s listing for full detail.A witty saying proves nothing0
