What impact will these two agencies have on the UK and the job market? Will financial organisations/ medical and pharmaceutical companies move to where these agencies are moving to?

the thing about these european agencies is that they demand employees speak 2 european languages fluently as well as having the technical ability to deal with banking and medicines regulations . I know that the majority of staff at the european medicines agency are from europe rather than the uk . There also arent that many pharma companies who have their HQ in London or the UK because the EMA is there so i dont understand this idea that they will all leave the uk.
