When people are jointly and severally liable, the landlord can choose who to pursue.
The landlord would be entitled to name all of the tenants on the claim form, or just pursue one of them for the full amount. It would be the landlord's decision rather than the court's.
Of course the landlord is not entitled to be paid twice, as payment by one tenant would discharge the debt of the others (and the paying tenant could then seek a contribution from the other tenants).0
