PCP Car Hire Coming to an end

Ford would be delighted if you returned a car with 7,000 miles. Presumably you are way under the mileage you agreed at the outset.

Not sure what the service charges if you hand the car back refer to - unless it is overdue a service, you don't need to have the car serviced prior to giving it back (and £400 to service a Ford Ka after 3 years/7000 miles seems steep).

From a financial perspective, it is an absolute no-brainer - I would keep the car (even if you later have to sell), as it's worth more than the balloon and it's not yet run in! However, there's always the lure of a new car, but if you're thinking of a mortgage, then getting tied into another PCP is probably unwise.

I'd suggest getting a loan/0% credit card and buying the car for now - you can always sell it later if you need to free up some cash for a house buy. If you get a loan, look to overpay and get it cleared before the mortgage if you can.
