Any advise on c.s.a ex on benefits

Hi there i am wondering if anyone can give any advise thanks.
My daughters father is on benefits job seekers allowance and i should receive £10 a fortnight however what happens is i get payments for about 2 months then they stop. The c.s.a do a benefit check and state he is no longer in receipt of them i keep ringing week after week then they have to wait 3 months to do an inland revenue check so 4 months later i get a letter to state he is in receipt of benefits and they will be asking benefits to forward to them £10 a fortnight again this then starts a month later, then it starts again a few months worth of payments then repeats the whole cycle again.
They state they can only request benefits agency send payments to them and not enforce it, is this correct.
He does have other means of income he has a nice new car, £100 trainers etc but they wont look into as they state he is in receipt of job seekers allowance
