I would thank them for the offer but say you are moving to get more experience( or some other excuse).
I bet if you stay you will find that you don't get another rise and that the work taken from you is the easy stuff.

Stayed for a pay rise and promise of admin support, pay rise happened, admin support sort of did, but left 5 months later - ultimately, I'd grown out of the role. Next time I'd leave even with a counter offer I think.Proud to be debt free September 2014. :j

The general advice seems to be that once you have decided to move, you should leave as the root causes are unlikely to have changed.
That said - I do know someone who tried to resign, but stayed after an attractive counter-offer was made. He was offered a bit more money and changes to his work, and seems to be really enjoying it now.
At the end of the day it is a personal decision.0 -
I handed in my notice two weeks ago. I received a counter offer, I took it for some more money (2k). Now they have asked me to think about progression and have asked me to do a presentation this week on my department moving forwards, if successful I will get even more money (which would now be 3k more than the job I handed in my notice for).
Which is fine ... but my core job is still boring and I am still frustrated, I'm just being paid more for the privilege.0
