Ombudsman can't help - what next?

I have formally complained to a company (UKsoccershop) following no adequate response through telephone contact or emails. I have not received a response to my written complaint - which was sent 'signed for'.
I contacted the Consumer Ombudsman and am shocked to find that they are only able to deal with complaints about companies who 'participate in the Consumer Ombudsman Scheme' I've been advised to either contact citizen's advice or take legal action. Legal action, I believe will cost me money.
Can anyone advise on what my next steps should be please? I have paid £115 for items that were not as requested.

You could try another ADR group - consumer ombudsman aren't the only one.
It is voluntary so might still not work but you probably want to show before you get to court that you gave the trader the chance to enter ADR0 -
I have evidence of my order for 2 football shirts with names and numbers on the back. I received the shirts with the end of the names missing and no numbers. The company are blaming Paypal. I opened a dispute with Paypal, who said I needed to complain to the company. I have a confirmation of order from the company which has the correct details ordered. I also emailed as soon as I received confirmation to be clear about the names to be printed as they're foreign.
The Paypal payment went from my bank account.

It does sound like that's what the OP is saying.
I agree, it doesn't make sense.
Maybe the OP could say exactly what the supplier has said about the issue.0
