Because the OP is poor, the article on which it is base is also poor.
It's media spin any way, no one is forcing people to transfer out but wave a large figure in front of someone and the greedy eyes ignore anything else.
These people are after all being offered a large number, which has nothing to do with what they were promised or expected when they formed the original contract, if someone suffers subsequently they can only have themselves to blame. If they are unsophisticated then just take what was originally agreed, all simple stuff.0
