When determining Gross Income for Income Tax Bands....to determine whether High Rate Taxpayer or not,do you include ISA Interest and ISA Dividends?

Not as long as you have adhered to the ISA rules.0

no, that is why it always says you do not include ISA on your tax return. They are utterly outside the tax system
