Ccj, baliffs please help!!

My boyfriend (we don't live together) has been depressed for a while and now I know why. I mean seriously depressed not just down.
Council tax debt 1700 , gone to baliffs no payments being made.
Ccj for a loan back in 2010 of 5000 now baliffs are saying they've been once and will be back.
He has two up to date high interest year long loans due to finish early next year
Also 200 in arrears to water.
Is it too late to make payment offers or should he try an iva /dro. It seems a relatively small amount of debt which could be paid off if these people would communicate but has he left it too late and who can we talk to? He has a full time job paying about 400 a week but the normal living expenses , rent plus maintenance for a daughter. Total debt is approximately 8000. Please advise apparently baliffs are back Friday !!

No don't think so and he doesn't want to really. He wants to pay it back it just can't be done quickly .0

Recommend you help him draw up a SOA (budget plan) for his money, can you fill this in and see what he has spare each month? http://www.stoozing.com/calculator/soa.php
Alternatively, I really recommend he seeks advice from someone like StepChange - they are a FREE debt charity. Contact them and explain the situation, they'll run through a budget again with him and recommend the best course of action. If it's simply for them to help sort a Debt Management Plan (DMP) they will help do this and contact all creditors, usually asking for interest to be stopped/frozen and a payment plan agreed.
If it's too far gone and his income doesn't permit this, they may suggest a DRO or IVA. I wouldn't go bankrupt for £8k either personally! However at £1600pm he's not exactly on bad money either.0 -

From 2010 that debt would need to go back to court for permission to enforce.
Council tax if ignored will be returned to council.
Google “help with water arrears” there is help out there.
Maybe look into Debt relief order or get advice from a debt charity.

I thought they had to be let in and thought some payment slowly is better than nothing? What he owns wouldn't get the amount anyway. So the best course of action then is some sort of insolvency?0

A CCJ can initially be dealt with by County Court Bailiffs who have less power than HCE. High court enforcement is the next step if escalated, but none of us know if it's gone that far. If the 'bailiffs have been once and are coming back' indicates to me they are not HCE.
@rae25 - see my original post.... You need to do a SOA / budget with your partner, see what he can afford. Then either A. get on the phone to the priority debts (council tax for starters) to sort a payment plan. Alternatively B. get on the phone to StepChange / CAP / CAB (someone!!) for free advice and what your partner's recommended options are to take forward.0 -
Thanks sparx , we have been through the soa and he needs to make cutbacks but he's left with some money enough to start offering a start with Council tax and others. Would the baliffs be the port of call for the ccj debt, the solicitors or the company that bought the debt? Who has the power to call these people off?0

Reading other posts now wondering if this debt is actually statute barred. Occurred in 2010, ccj brought in in May this year delivered last month. How do I find out without admitting to the debt, could this be a stalling tactic?0

As they already got the CCJ then the debt is already assumed to be valid. Way out of it now is to apply for set aside but that is an expensive process, costing 270 quid for application alone.Reading other posts now wondering if this debt is actually statute barred.
