Right to buy WALES ,joint purchase with pensioner

Hi forum I need some help. Myself and mother have just applied to buy our council house in Wales. My mother has lived there 33 years and would receive full discount. We have had the booklet given to us by Wrexham council stating 2% per year discount max 16000. The council must let us know the price and discount on the house within 2 months. We haven't heard anything so we phoned and were told we can buy but we will receive 8000 max as the law in Wales changed 2 years ago. I have applied to the bank for a mortgage but the bank won't give us a joint mortgage as my mother is 72 and it has to be paid back before she is 7t.
The council are telling me her name must be on the paperwork,I can have a mortgage in my name but the council won't except the money....what can I do? I lived with my mother 4 years,moved out for 6 months and now I'm back since March.

Your mother is the tenant and it is her discount so it is her who has the right to buy not you. If you cannot secure a joint mortgage or don’t have enough cash to purchase the property jointly then you’ll need to forget about buying the house.
