Does anyone know about this toll on the M50? I used it recently but today three months later I have received a letter through the post with a fine on it for not paying the toll, however I have the credit card reference payment number from thee months ago. What's more worrying is the letter was opened and it had an incorrect address on the front (somewhere I have never lived), is there someone I can flag this to?

The premium rate 0845 number is illegal. Consumer law gives you the right to a refund of call charges.0

You can report the breach to the Irish data protection commissioner, but I suspect from looking at the site that there might not be a lot of scope for them to take action. Still worth flagging though.

Interesting post above, I used to work in the ROI and felt that DP was taken as seriously there as it is here, that's why I felt the OP had a right to a duty of care from the company in question.0

I don't doubt that it is and I agree that there absolutely is a duty of care, but a cursory read through of the 'powers' and 'penalties' on the website seems to suggest that the RoI commissioner doesn't have a lot of teeth should they find an issue. I suspect that may have had an influence on the E-Flow response that they can't be held accountable.
I think I would read into their response that they can technically be held accountable, but nobody is going to actually do anything to them.
The introduction of GDPR in May 2018 should change that, but that won't help OP unfortunately.0 -

Nothing to disagree with on your post, I would suggest that as a customer the OP would feel aggrieved by the service and considering the company runs adverts across NI this would not be an advisable practice.0 -
They never responded to my email, either to my initial fine or to the fact that I have contested the address issue.0
