Can any one advise if when looking for an Assistant Church Minister we need by law to advertise or can we headhunt?

I have 23 staff, only one has come from a. job advert, it's not illegal to employ someone via word of mouth.
Our success rate has been better by recommendation than by advert, when it comes to finding staff.0 -
