Tax Free Childcare - 1st child maternity leave

Hi all,
Looking to see if anyone else has been told the same or found the same issue.
First time parents, my partner is on maternity leave and has tried to sign up to tax free childcare.
The website refuses to process the application until 14 days before the end of maternity leave. Phoning the Childcare Services helpline and also speaking to their Eligibility Team - they have twice told us that this is correct.
Obviously this is not mentioned in the Gov.uk guidance that claims that mothers on maternity leave are eligible to claim, nor can I find a reference to this limitation in the legislation (so far, its not easy to read would you believe).
I have also not been able to get as far as filling in the application as they cannot match me on the government gateway...
Has anyone else been told this - or can confirm that it is correct (I'm mindful that sometimes people on the end of the phone can get it wrong).
...in the meantime it looks like its childcare vouchers for me.
