council tax refund

Hi everyone,
I'm a student with the Open University and only recently I have found out that it is possible not to pay for council tax if one is an OU student studying an equivalent of a full time course. This applies to me and I am planning to make a claim soon for 2017/18 and I expect the council to refund what I have paid so far (I've already paid the full amount). However, I was also eligible for a reduction in 2015/16 and 2016/17. I would also like to claim a refund. Does anyone know if I am likely to receive it?
