An off-peak day return from Liverpool to Preston costs £13.60. An off-peak day return from Liverpool to Horwich Parkway, changing at Preston, only costs £11.20.
Can a passenger who only wants to go to Preston use the cheaper Horwich Parkway ticket, given that it does require them to get off at Preston anyway, or does that count as travelling short?

I believe that would count as a break of journey.
I think with off peak returns you are allowed to beak the journey on the return leg, but not on the outward journey.0
