Rates Rebate

I was listening to Martin tonight on the news about council tax across the water and was wondering if similar rules apply here in the North as we still pay rates. here's the outline

My friend has bipolar 1 and receives what use to be DLA. As she is regarded as sick she receives sickness benefit (sorry if using the wrong terms). She lives in private accommodation. While she receives Housing Benefit she still has to pay her landlord a top up

Now I was wondering if she, or the landlord, would be entitled to a rate rebate or would the Housing Executive automatically apply that when awarding the benefit. If so I'm wondering if the amount she pays the landlord would be reduced?

The woman who collects the rent does so for many of the landlords in this area and seems to make sure that forms for allowances and that sort of thing are sorted

Does anyone have experience in this area or any advice they can offer

    The rates will be included in the rent.Assuming the house is worth less than £150,000 (I think ) the rates are the landlords responsibility.They will be included in the rent.Housing benefit is frozen now but has she applied for a discretionary payment.
