Gas Meter on Database Incorrectly

Hi All,
The property I live in is divided into 2 flats.
I discovered over a year ago that my gas meter and the gas meter for the other flat are registered the wrong way round with some kind of energy database. This results in in-accurate billing. My flat is 1 bedroom but the other flat is 2 bedroom so I could be paying well over the odds.
It does not matter who I contact as this issue just does not seem to get sorted.
Any advice you could offer would really help me here.

The database is XOSERVE, contact your supplier with the MPRN and meter serial number and ask them to resolve it. And if possible the MPRN and meter serial number for the other flat. Serial numbers will be on the meters, MPRN's may or may not be but will be on the bills.
