is there a website or books where one can find all the cycling regulations by law in the UK ?

    Unfortunately there is not just one Act that legislates for pedal cycles, so it's not the easiest of jobs to pull it all together.

    The 1988 Road Traffic Act governs much of what cyclists can and can't do. S28, 29,30 in particular cover cyclists (careless,dangerous, intoxication), while S24, S26, S31 and S32 cover other offences.

    Some sections of the Road Traffic Act S36, S42 etc enable regulations such as The Road Vehicle Lighting Regs 1989, RV Construction and Use Regs 1989, and The Traffic Signs Regulations and General Directions 2002 which include regs for pedal cycles, either specifically, or by virtue of them being 'vehicles'.

    Other more specific Acts such as the 1835 Highways Act prevents riding on footpaths. The Offences Against the Person Act 1861 covers wanton and furious driving. The 1983 Electrically Assisted Pedal Cycles Regs cover the restrictions to ebikes that allow them not to be classed as motor vehicles.

    But the easiest way to grasp the laws for cyclists is via the Highway Code, or Law websites such as this one... http://www.cyclelaw.co.uk/
    Make everything as simple as possible, but not simpler.
