Car seat vat?

I'm new here and this is probably in the wrong place but....
I've read that we are or should not be charged vat on car seats as it's classed as protective equipment? wondering if this is true as never seen it on my receipts?

VAT on childrens car seats is at a reduced rate of 5%. Halfords were doing a campaign/petition to get it reduced to zero, but the 5% rate is imposed by the EU so still stands currently.
