Private preschool unfair fees

Hello

I am currently availing 30 hours funding for my 3yrs old. She is attending private preschool and we paid one month fees and also gave one month notice to discontinue from that nursery.

We were shocked as they asked us to make full payment which is £640 for a month, as they cannot claim her funds for she is not there in headcount week.

Please suggest where I can report or register complaint?

I have already tried resolving our concerns from the Director of nursery but of no use.
