Not being paid correctly.

If someone is working 40+ hours but only being paid for 30 ea h month what can they do to prove the hours they have worked if their manager is corrupt?
There is a clocking in and out process of writing down when they start and when they finish. But the manager is changing it to show that they have not worked those hours.
What can the employee do to prove it is being changed, prove those are the hours they are working, and that they are being underpaid drastically for the past couple of months?
I have a friend that is currently going through this who is too scared to take it to HR as they have been advised they would be "black listed" and citizens advise have told them they don't have a leg to stand on as it will be he said she said and they would be labeled as a "trouble maker" and essentially fired for trying to prove it.

Start working 30hrs if that's what is contracted,
Then get every request to do more in writing.0
