IVA Bank Fees?

My partner has recently cleared her IVA. Well done her.. :T
Soon after we first met I urged her to change her bank account as RBS were charging her a management fee of around £15 a month. Barclays allowed her to open an account and done the same job with her money as RBS yet it was free..
Was RBS right to charge this monthly fee and can she claim it back?
As far as I am aware this bank account was opened for her and she was informed this was the only type of account she could have due to the IVA being in enforcement.
Please move this post if it's in the wrong place but after trying to search for threads relating to this particular topic I gave up after numerous dead ends.
It'd be a nice birthday present for her.. Cheers.. !!!!..
