The step change payment may need reassessment, it should not put you further in the red. That said, you are spending a huge sum on the two cars. Have you explored all the possible options for doing without? Even if you got taxis sometimes it might work out better for you.But a banker, engaged at enormous expense,Had the whole of their cash in his care.

I would presume that "Benefits.......£ 550" is the free childcare income for one of the children. So the suggestion they are working for negative money may be incorrect.0

There are lots of good comments on here to help you with your SOA, but I notice (as others have as well) that you have included the Step change payment, and a Paypal payment in your secured debts. These are not secured debts and should be treated the same as any other non priority debt. Could you also clarify what the Paypal payment is for please? (If it is hire purchase you can continue to prioritise it - but we would need more details please).
If you disregard these payments your budget would balance. You would have £3246 as income and £2969 as expenditure. This would leave you with £277 to deal with all of your debts (including your parents) before you make any cuts backs on your budget to further help the situation. You could speak to Step Change about amending the payments and potentially look at other options. Good luck,
