Parking Eye- failed to enter reg number

Hello wonderful people,
I Parked in a parking eye car park and normally enter my reg upon entering the village hall for a class. I was running late and must have forgotten to do so. I was there an hour and 15 minutes and according to the fine I am applicable for the charge as I did not enter my reg. Do I have any grounds to contest this or shall I chalk it up and pay???
Thank you in advance.

  • It's worth writing to the council to try to get the fine rescinded. I had an incident where the parking ticket was not visible in the windscreen but I was able to produce the parking ticket and the receipt for the credit card payment for it and the council then accepted that I had paid and agreed not to enforce the fine. I agree that is not exactly your situation but I hope it gives you some hope.

If it's Parking Eye then it's nothing to do with the council and it's certainly not a "fine".

A court of law is unlikely to consider that a very common human error such as this constitutes a breach of contract. Indeed they might consider that PE ate employing an unfair term in a consumer contract, and/or attempting to impose n unlawful penalty.

There are two thing I would do.

Report the matter in writing to Trading Standards.

Refer PE to Arkell v Pressdram.

  • It is parking eye. I have spoken to the manager of the village hall who says it's out of their hands. I have evidence I was at a class in that time.

Ask him in whose hands is it in. Who signed the contract with PE?

If this is council-owned land there are issues to deal with when bringing in a private parking company.

  • I did ask him if he could let me know the land owner and he refused.

How unhelpful is that? Can you report him to someone? Fire off a complaint in their direction.

Time to do some digging. Contact the local authority planning office, the local Valuation Office (their website sometimes has a search function that might help you). Use Google. For 3 or 4 pounds you will get a definitive answer from the Land Registry.
