What are my partners options? Came across Scottdeed?

Hello everyone,
My partner who lives in Scotland is looking to get a debt management plan (debts around 7k according to Scottdeed who did a credit file search) and has come across these guys. http://www.scotdeed.co.uk/ My thinking is to avoid as they possibly charge for a plan and they are not mentioned on MSE anywhere. Thinking that Stepchange, Debt Advice or Payplan might be the best place to start with? Anyone know if their debt management plans are free or do they charge a fee?
What would be his best steps as he has had a wage arrestment for council tax and now can't afford to pay other bills due to the amount they are taking. He has debts on store cards, credit cards and other bills.
Any help greatly appreciated.
