Winner will need to pick up the car. Nothing wrong with that although it seems that Hendy Group have locations only around the South of the country.
I suppose winning a brand new car would be worth the travel down to the south.

I believe the answer is no

competition is free to enter, no purchase is necessary and it is open to residents of the UK aged 18 and over, other than Hendy employees, their families and anyone else professionally associated with the prize draw

No mention of having a driving licence or the need to insure the vehicle to take possession.

Could you copy and paste the passage that is concerning you? I can find no reference to current registration in the competition terms and conditions.

Current car registration is of course the registration, government held details or log book of a currently owned car.
