Setting up non-perishable food distribution... food law?

Hello,
I'm looking to st up an online business from home that would basically involve food distribution and packaging. I will not be manufacturing any food, nor will I be unpackaging it from its original containers - think jars etc. I'm simply planning to distribute.
Looking at various food law sites, it seems that there are a lot of rules regarding hygiene and contamination and storage for food you intend to make and sell from raw ingredients, but that won't be true in my case.
I'm assuming that I still need to:
- register with the council (and potentially talk to my mortgage lender)
- have somewhere specific in my house to store the items before packaging and distributing that is clean
- be prepared for food inspections (though will this be the whole house or just the storage area?)
- comply with regulations regarding labelling online and providing manufacturer's details
Since I won't be handling the food, only the containers it comes in, do I need to worry about:
- handwashing facilities
- nonporous work surfaces
- temperature controlled areas (as it will be ambient not perishable)
1) Is this right? Anything else I've missed?
2) And do I need to register as a company/ltd, or can I just start off by registering with the council as an independent?
3) If at some point i wanted to sell alcohol, beyond the shipping restrictions, I'm assuming I'd also need to get a licence (from the council again), but is there anything else special I'd need to do? Presumably over-18s warnings on the products on the site?
