What is the window of opportunity for a debt to be claimed?
I'm looking for advice today to see if anyone knows of any appropriate appeal process regarding a tuition fee claimed upon my student loan account by a University I attended over 8 years ago. The university claim on the date of 16/09/2015 for £300 and 23/09/2015 for a further £300 for a Tuition fee Loan payment for a course I attended in 2009. I have only received confirmation of this today by a statement of account.
In 2009 I was required by my employer to complete a compulsory course with A local College as requirement for the tutor position I had secured. This training was compulsory as part of my role at the site.
I have received a statement today from the student loans company showing that I have been invoiced for the tuition fees as a loan payment six years later. I do not recall being contacted at this time to advise me of my debt. My only recollection was that I had mad a maintenance the repayment on the 13/01/2010. I had held the belief at this time all my loans including the tuition fees had been repaid.
I considered this must have been invoiced in error as I had not recalled being at university at this dates in 2015 I did not think that I would have been billed so late after the date of my course and was certain that this would be a horrible mistake.
I had undertaken the Cert Ed as a contract of employment and my employer at the time in 2009 would have paid it if they had been aware as the fees raised at the time. However I am unable to approach them for payment now as they now no longer trade and I have not worked for them since 2010. It was agreed at the time the course would be completed on site and The company I had worked for would make all payments with regards to the cost .
On 20/10/2009 the student loan company raised £1950 and this was paid in full £1950 on 13/01/2010.
It was only today I have been aware that this payment for Tuition fees is outstanding and of course it will cause me great financial hardship to pay it to the student loan company.
On receiving the statement today I contacted the SLC who advised me that the university who certified the course did not confirm my attendance of the course until 16/09/15 and 23/09/15. The advisor told me that there was no explanation for this and that it was an unusual situation. However I should contact the university to see if ther was an error.
I recounted my situation to the advisor, and considered it unreasonable to draw payment Six years after I had completed the course. I also consider it unreasonable to only be made aware that there was monies outstanding on my account with eight years and eight months after the course. I have spoken with a manager at SLC who agreed that this time scale of events was"exceptionally long" , however there was little that he could do and I must contact the university directly.
I have spoken with the the finance officers at university and they have pointed out that they did raise the bill earlier however it was the SLC who did not appear to approve the funding until 2015.
All the advisors I have spoken to today have done everything that they could to be helpful and they have been professional in every way. Nonetheless I have not been able to receive any explanation as to why it is that nearly nine years after I have completed a course that I have been contacted with a statement.
The statement I received today was the first I had received since 2010 when I believed my loan account was completed. I would very grateful if anyone will sign post me to my legal rights in this matter, as I do not consider this as a fair way to bid for payment. I have not any recourse because of the time lapse involved I am not able to seek financial assistance with they company who arranged and sent me on the Cert Ed course as part of my in house training, as they no longer exist.
As you probably can understand this is a massive shock and I would like to appeal against this debt due to the nature of its longevity.
I will be greatly appreciative of your attention and assistance in this matter.

Did you receive the cert? and benefit from it? If so can you prove that payments were made? If not I suspect you will have to come to an arrangement with SLC to repay.0
