what is the formula they are using to calculate COPE?

According to here COPE is normally what extra you would have got had you not been contracted out. That is the easy part. The problem is that the contracted in benefits changed several times over the years and depended on your earnings. So I believe that unless you have very detailed records of dates and earnings going back to when you first started working and a good knowledge of historic NI rules you would find it impossible to calculate.
