Re-mortgage, house insurance & Scarborough BS. Help please...

I hope someone out there can give me advice for a friend.
Her husband left her, and 4 children, 4 years ago, and disappeared to the other end of the world, leaving her with quite big debts. They divorced, she got the house in her name, and took on a new mortgage, and kept her head just above water.
She can now look else where for a cheaper deal (bearing in mind the credit rating from 4 years ago is not good).
A broker has come up with a great repayment mortgage with Scarborough Build Soc, which she intends to take. They want her to sign for the house/contents insurance through them as well-which she is not happy to do, as she got a great deal through Quidco 4 months ago.
She asked if she could send a certified copy of the current insurance to Scarborough for their records, and has been told they will only accept this is she pays them £45.00, in order for them to do a seach to ensure the policy is genuine.
Are they allowed to do this, and charge £45 for the pleasure?

I think that they are, unfortunately. They need to ensure that your policy covers their potential losses.
