Second job questions

Hello
I have a second job working for the local council to canvas for the electoral roll and ensuring polling cards are delivered.
Someone in my main job has suggested that I might be able to claim some tax relief (might have the name incorrect). Due to Purchasing walking boots and waterproofs specifically for this job. I have to drive to my area and then walk round delivering. Think I walk about 50-60 miles at each stage. I kept a log of my mileage but as I am employed by the council I don't think I can claim the tax back on this? The log consists of breakdowns of my journeys mainly from my house to the area I am working and back.
I am currently paid per envelope not an hourly rate.
Any assistance appreciated
