Who provides P60?

I was made redundant in October 2016 - for which I have a final payslip and was issued a P45 - ok so far.
I was out of work and claiming JSA at the end of the tax year - April 2017.
I believe it is the DWP who should be issuing my P60 as they were my 'employer' at that time - but I can't get one. In spite of asking in as many ways as I can think of!
They (DWP) did, however, issue me with a P45 at some random point (mid March) through my time on JSA. Quite why nobody seems to know - certainly the jobcentre staff were confused. They've (again, DWP) also provided me with a statement of how much they've paid me. Which is great, but it's just a single piece of the jigsaw and I thought the P60 is where it is all pulled together.
So I've two questions really.
Do I actually need a P60? (I've got all the raw data)
If so, who do I need to chase to ensure it gets issued?

If you were claiming Jobseekers Allowance when the tax year changed then DWP should provide you with a P60.
If you signed off or your claim stopped for some reason before the end of the tax year and you started on Jobseekers again on 6 April or later then they wouldn't have to give you a P60 (but they should have given you a P45 with details of the taxable benefit paid from when you signed on until the claim ended in March).
No one on here can really say if you need a P60 because you haven't said what you want it for.0
