Hi Please help. Below I've copied and pasted my letter of appeal to ES Ltd, which has since been rejected.

Parking Charge Reference Number MN19901, Vehicle Registration Number R263BOK
I write with regard to the above Notice.
I call at Accrington Market Hall more or less every Saturday morning, (unless I am away for the weekend in my motor home). I call in at two cafes inside the Market Hall to collect their empty drinks cans, one being Frankies on the ground floor; the other being Millies on the balcony. Millies is owned and run by Cllr Peter Britcliffe, the current Mayor of Hyndburn Borough Council, and Lancashire County Councillor for Oswaldtwistle Division. These cans are then taken home, sorted, crushed and taken to HML Recycling Ltd in Huncoat and weighed in, with the money raised going to two charities.
When I first started collecting cans some years ago I sought the advice of Cllr Britcliffe knowing about the contract between Hyndburn Borough Council and yourselves, and he told me to have a word with a parking attendant as I didn’t have a parking permit, and he didn’t sit on the Cabinet that dealt with parking control. I did manage to speak with an attendant, and at that time drove a dark red and white VW campervan. The attendant advised me to leave my ‘hazard’ lights on, after reassuring him that I am normally no more than ten minutes.
On the morning of Tuesday 27th June I went round on my usual route of picking up cans from various cafes in and around Accrington Town Centre. Only this time it was a Tuesday as I’d been away for the weekend. As I came out of the Market Hall I noticed two young men who were parking attendants. I pointed out my motor home and explained what I’d been previously advised about leaving my hazard lights on, and that I’d had a recent change of vehicle. I can only presume it was these young men who photographed me.
I can assure you I would have been in the Market Hall no more than ten minutes, as if I want to do some shopping I go elsewhere to park for about two hours. The town centre Parking Warden is aware of my activities and he leaves me alone, in fact more often than not we have a chat, especially about poorly designed parking spaces that are so narrow that even some makes and models of cars cannot fit in the designated width. I have also chatted with him about us losing about six blue badge parking spaces on the Market Hall car park, so that the police can park there now that the police station has moved onto Broadway. I DO NOT PARK IN BLUE BADGE BAYS.
My time on Saturday mornings is spent collecting these empty cans that are then recycled for cash for two charities – a cancer charity based at Christies Hospital and a children’s charity based in The Gambia. I do not claim any out of pocket expenses, not even pocket money. These cans are in very large bin bags that are bulky and invariably dripping (there is no such thing as a completely empty can unless it’s been draining for hours). I would not be able to carry these cans to an available car park as I had a shoulder replacement operation at Burnley General in November.

the address you have there is a small (tatty) shop that allows mail drops , does photocopying and western express , the flat above offers "masseur" and other services (so I am told)
perhaps parking your campervan outside a house in longridge and doing some crushing might be more fruitfull , yup a 15 min ride to sunny longridge and you could meet the owner of ES parking
Cllr Peter Britcliffe, may well be the mayor and be part of the counsil , great for a normal on street parking ticket
now ask him if the land in question is owned by the counsil and if so ensure that he has a word with the muppet that hired ESSave a Rachael

go at it via the counciller if you can , make waves with the landowner (interesting if it is council owned ??? - which I think it is) ,Save a Rachael

Did we say - obviously - do not pay?! You should NEVER pay a private parking ticket but this one is a bigger scam than most.

Thanks guys. I've tried to copy and paste the Google map of Accrington Market Hall but I'm no teckie. It's easy enough to find - it's up to date as the police station only moved this year but it doesn't show my camper. I will contact both the Councillor and our local MP and DEFINITELY not pay as I've heard that these parking companies don't have any jurisdiction.
I've only paid the once and that was a car park in Southport that had signs saying no motorhomes (my VW was a campervan not a motorhome) the difference being that a motorhome has a private poo parlour, but I suppose that technically I had transgressed although I was within the white lines).
Anyway guys will keep you posted.:D0 -
