You are going to have to decide - we don't know the employer or the personalities involved. In some places, going up over their heads would be anathema and have the opposite effect. Others wouldn't care. But it's three options - do it, don't do it, look elsewhere for promotion prospects.0

you will get nowhere doing nothing so might as well take the new role(s) and tryto make it work as the other option is move on.
If it needs intervention from the Head so be it, the opportunity will come where if your bosses boss is undermining your progress because the cuurent boss is interfering you will have to take action and go over their heads.0
