Based on the information you've given I think all you can do is give it a try for a couple of months, and see if you then think it's worth it. I assume the council won't be drawn on how many hours work you could usually expect?0

I am also having problems with parking at work but with mine they have limited passes

Why not try looking around for other parking places in the area? Sometimes you can find free parking within walking distance or even a quick bus journey away.
What about biking into work? 10 miles is my limit, but 15 miles is not impossible for some people
