Thanks for advice - Thoughts on Scottish style bids for England?

Afternoon all
Just a note to say thanks to you all that responded with advice as we were going through our mortgage application - really appreciated it.
Unfortunately our second buyer as pulled out (1st decided they'd rather move after Christmas much to their cash buyers dismay who had waited 4 months for them to find something, 2nd buyer because they needed 3 months bank statements to get the mortgage even though they said they were ready to move immediately) so we've decided to remove the house from sale and lose the house we thought would be a dream house.
Still, what's meant to be will be so here's to not paying a £7400 ERC, and being in the fortunate position of 30% LTV at 40!
But the question is, should we as a country, be looking at the Scottish way of purchasing - surely it would help?

30th June 2021 completely debt free…. Downsized, reduced working hours and living the dream.

Im afraid that idea will cost the legal and valuation businesses in England and Wales far too much money for it to go anywhere.
It appeared the introduction of the pre marketing HIP report some 10 years ago was a step in that direction, but it was not to be.I am a Mortgage Broker
