    This is what should be done

    Regulate that by 2020 all new cars and vans sold need to have a smartphone in them. These phones need to record GPS data miles done and speed and also front and back HD video. And just like all smartphones will have upgradeable software.

    By 2032 some 90% of the car fleet will have these smartphone computers in them.

    You can then start charging time of use and per mile. It would roughly be 10p a mile in today's money.


    Lots of additional benefits

    Rapid fall in crime starting in 2020 as the streets start filling up with HD 50fps cameras. CCTV exists but this would be a massive step up with each year adding 2.5 million such cars within 2-3 years you would have almost full coverage of the streets.

    Lower insurance bills as liability can be assessed almost instantly. Also ability to charge insurance per mile its silly currently someone doing 300 miles a year is charged the same as someone doing 30,000 Miles a year. 100x risk difference for the same price

    Time of use charging will make traffic much less of a problem.

    I can see this happening worldwide.

    In fact if google and apple are not working on this they should be!
    All that data will be monetised

    Why? According to you they already have a tablet computer installed. Why do you need two devices running Android Marshmallow or whatever?
