Is this a scam/reportable?

I entered this and was informed I had won a first prize.

The prize is a code for up to 6 free tickets, each ticket requiring a £10 booking fee. It also has "reserved" accomodation for the winners starting a £400+ for 2 guests and increasing in cost up to 6.

Clearly it was a marketing scam, but can I report them and who to?

    Competition Terms and Conditions

    Prizes are claimed online (There is an online admin fee of £10 per ticket to claim prizes which also gives you a free programme, lanyard and furture discounts of all CFSL events)
    1. Entrants must be 18 or older on the date of entry to win tickets
    2. A winner will be chosen at random and contacted by phone or email
    3. Prizes 1st prize 6 day passes to the event
    4. Prize does not include transportation
    5. Tickets are non-transferable and non refundable
    6. Chic Festivals SL reserves the right to withdraw this offer at any time
    7. On claiming the prize HRH terms and conditions will apply
    8. Claims to be made by date specified on the respective competition email
    9. VIP and Royalty pass upgrads available at a supplement
    10. Thursday pass upgrade is available at a supplement

    I 'won' as well. Wasn't impressed by the £10 admin fee, so I'm not bothering.
    Does anybody have the phone number they are using so I can look out for it if they are ringing people. Ta muchly**

    **Just realised that the comp I entered was about 6 weeks ago and was for Sheffield. tbh, I don't remember seeing the £10 on the T&C's on the one I entered. I don't know if I missed it or not, but there were a few unhappy people on FB about it.
    The link above is completely different from the one I filled in.

    I entered a competition they ran either last year or earlier this year and got bombarded with emails and text messages, haven't entered any since.

    This topic crops up regularly, sometimes Hard Rock Hell, sometimes Portmeirion music festival, sometimes Ibiza Rocks... they are always the same company and basically they always give six "free" tickets to anyone who enters the comp, but then give it the hard sell on accommodation, and add an admin fee too. It's not exactly a scam, but just an underhand way of making money on selling accommodation by offering "free" entrance.
